A tropical wet‑and‑dry climate keeps humidity near 80 percent, with a rainy season from May through November and consistently hot, windy days. The harbor once channeled Bolivian silver to Spain and imported enslaved Africans under the asiento system, while its strategic position made it a target for pirates and a focal point of the 1741 battle between Spain and Britain. The historic core, designated a UNESCO World Heritage Site in 1984, preserves the most extensive Spanish fortifications in South America.
