What is accessibility like for disabled travelers in Peru?

Peru's infrastructure for people with disabilities is improving but still subpar. The sidewalks are often uneven and lack ramps, and most hotels do not have accessible rooms (the bathrooms here are notoriously hard to enter in a wheelchair).
